There is Italians. There are city dwellers of Rome. there are ancient Romans. The latter live in the Vatican. You can believe in Jesus if you are anything. But you cannot live in the Vatican unless you are Roman, as in ancient, unless you are invited too.

Mr. Williams seems to be confused. There are no ancient Romans, only their descendants. Citizens of Vatican City are simply members of the Roman Catholic Church, which is an independent country and not part of Rome. The church is called that because 1,000 years ago, the church divided into two branches, one with its HQ in Rome and the other with its HQ in Constantinople. Since Vatican City is the HQ of the RCC, you have to work for the church to live there. You can't live on a military base unless you are in the military.
